Event Center

Status: Completed 2019

Description: PCD began work on this project in 2013, providing master planning services for the Laramie County Fair Board. Following the development of preliminary plans, budgets, renderings, and a feasibility study, county voters approved the project. PCD then led the production design for the new 114,310 sq. ft. multi-purpose facility, which includes 7,500 sq. ft. of conditioned office and meeting space, 21,500 sq. ft. of exhibition and pre-function areas, 14,500 sq. ft. for livestock penning, a 52,800 sq. ft. multi-purpose arena, and a 14,850 sq. ft. cattle tie area.

PCD also assisted the owner in selecting a construction manager by preparing the RFQ and participating in the interview process. Despite weather challenges and scope increases, the project was delivered on time and under budget. Now in operation, the Archer Events Center serves as the new home of the Laramie County Fair and hosts a variety of events, from trade shows to concerts and livestock exhibitions.

Mashburn Event Center

Status: Completed 2015

Description: PCD was retained by the Childress Economic Development Corporation (EDC) to develop a master plan for a proposed multi-purpose arena. The team assisted with site selection, planning, and preliminary budgeting to support the EDC’s feasibility analysis.

Following approval of the master plan, PCD designed the two-building venue — a multi-purpose arena and an exhibition hall. The arena seats approximately 1,000 and includes livestock equipment, an announcer stand, and adjacent outdoor livestock storage beneath a lean-to that also serves an outdoor competition arena. The exhibition hall provides 15,750 sq. ft. of exhibit space, restrooms for the entire facility, and a commercial kitchen serving both indoor and outdoor events.

Connected by a breezeway and sheltered porches, the buildings reflect the architectural character of the region’s historic cotton gins.

Description: PCD began its partnership with Taylor County in 2013, providing master planning for the complete remodel and expansion of the Taylor County Fairgrounds. The phased plan allowed construction to proceed without disrupting ongoing events.

Phase 1 included a new 248,000 sq. ft. livestock barn featuring an open-air, ventilated dirt-floor arena, stalling areas, horse expo stalls, sheep and hog pens, and cattle ties. An additional 40,000 sq. ft. was added to an existing covered arena, improving ventilation, lighting, and stall space. A covered driveway now connects the two arenas, allowing weather-protected movement during loading and unloading. Completed in time for the 2019 County Fair, Phase 1 has since hosted numerous livestock and equestrian events.

Phase 2 began during Phase 1 construction and added a 124,000 sq. ft. climate-controlled multipurpose arena with vendor spaces, concessions, restrooms, storage, administrative areas, and seating for 5,248 guests under a 240-foot clear span. A covered connector links both phases, ensuring smooth operations in all weather. Despite challenges from a volatile steel market, PCD maintained budget and schedule, allowing Taylor County to continue its events without interruption.
